  This beach is not for the general public to walk on or swim in as the above commenters have stated. The guards are there to prevent the riff-raff from drowning on an unguarded beach dedicated to boats. It is a great beach to launch small non-powered boats and is protected from powerboats by a ring of buoys.
  It is also the location of Aquatics Camp during the summer for kids who want to learn various types of boating.
  
  Closing remarks:
  If you want to walk by or swim in Lake Michigan, go somewhere else because you will not be allowed on the beach. But, If you want to sail or boat, you are welcome to bring your boat or rent one of the city's.
